PT does not begin with a constant to tune. It begins with a conservation constraint: a system has a total budget of distinctions. That budget may appear as persistent structure or as entropic dispersion, but the balance is exact.

The scientific question then becomes: does this conservation force recognizable structures? The first inspectable answer is the sieve; the first physical reading is cosmogony; the first robust showcase remains chemistry.
